The Town of Wake Forest has initiated the Tom’s Creek Watershed Study to assess and develop a comprehensive watershed plan for the portion of the Tom’s Creek watershed within the Town’s jurisdiction. This includes the main channel from Forestville Road to Ligon Mill Road, as well as at least three natural tributaries and the surrounding network of stormwater infrastructure—such as drainage pipes and open channels—within developed areas of the watershed.
While the focus of the plan will remain within Town boundaries, some aspects of the study will require evaluation of upstream and downstream conditions that extend beyond the jurisdiction, with potential for collaborative project coordination with adjacent municipalities.
Study Objectives
Identify and assess stormwater and drainage improvements to address:
Localized and structural flooding concerns
Streambank erosion, as noted in earlier studies
Biological habitat degradation, especially in the lower reach of Tom’s Creek, which is listed as impaired on the 303(d) list for benthos
Prioritize projects that can be feasibly designed and constructed within ARPA funding timelines
Deliver conceptual plans for high-impact improvements that align with the Town’s environmental goals and regulatory requirements
This study is a critical step in enhancing watershed resilience, improving water quality, and supporting the Town’s long-term stormwater management and infrastructure planning efforts.
