Construction Update - Capital Boulevard North Upgrade (Raleigh to Wake Forest)

The following is a news release from NCDOT:

Work has started on the Capital Boulevard project as NCDOT moves forward with design, geotechnical work, and property acquisitions.

For reference, the project is divided into four sections:

  • Segment A is Capital Boulevard from I-540 to Durant Road 
  • Segment B is Durant Road to Burlington Mills Road 
  • Segment C is Burlington Mills Road to the N.C. 98 Bypass
  • Segment D is the N.C. 98 Bypass to Purnell Road/Harris Road.

Geotechnical work is currently underway in Segments A and B. This work includes soil testing and pavement testing to help the project team better understand existing conditions and prepare for future construction. Roadway plans have also reached a point where utility and drainage work can begin. 

Property acquisition is also underway for Segments A and B. This involves purchasing the property needed to build the project. Property owners will be contacted as the project moves forward, but it could be several years before some property owners hear from an NCDOT right-of-way agent. The acquisition process is expected to take about five years.

Construction in Segments A and B is currently scheduled to begin in 2031.

Design work for Segments C and D is expected to resume by the end of this year. Property acquisition for Segments C and D is scheduled to begin in fall 2027, with construction currently scheduled to begin in 2033.

Capital Boulevard will not be a toll road. The project is fully funded through the State Transportation Improvement Program.

When complete, Capital Boulevard will be a fully controlled-access highway, similar to U.S. 1 in Apex. Drivers will enter and exit the highway at interchanges and use service roads to access nearby businesses and homes.
