Plan Approval Process and Schedules
There are three (3) approval process cycles:
Required Master Plan Submittal Requirements
The Department of Planning & Inspections recommends that all master plan submissions be in the following format:
1. Cover - This sheet should contain information about the developer / engineer, a vicinity map and approval details.
2. Existing Conditions – This sheet is intended to show the existing site conditions on and surrounding the proposed property (i.e. topography, vegetation cover/specimen trees, soils, hydrological and riparian areas, environmental conditions, etc.) Every effort should be made to preserve and protect environmentally sensitive areas on a proposed site.
3. Site Plan – The site plan sheets should include items such as the boundaries of the site, proposed lot and street layout, open space, zoning lines, and all site data.
4. Utility Plan – This sheet should show the proposed utility layout including water and sewer lines, both on-site and off-site, and storm drainage facilities. See the City of Raleigh Public Utility Handbook for design elements and standards for water and sewer lines.
5. Grading & Storm Water Plan – It is that preliminary grading plan be provided to show areas to be disturbed, protection of sensitive areas, tree save areas, etc. The stormwater plan should follow the guidelines of the Town of Wake Forest Sedimentation and Erosion Control Ordinance.

Plan Review Activity
City of Raleigh Merger Information
The Town of Wake Forest and the City of Raleigh merged utility systems on July 1, 2005. As part of the plan review process, all master, construction, and final plats (if applicable) will be reviewed by the City of Raleigh in addition to the Town of Wake Forest for compliance with City of Raleigh utility standards. Projects approved prior to July 1, 2005 are not subject to City of Raleigh review; however, projects under review as of July 1, 2005 and all new projects thereafter will be reviewed by the City of Raleigh (for utilities only) in conjunction with the Town of Wake Forest. With all new submittals, please provide five (5) copies meeting City of Raleigh utility standards. The Town of Wake Forest will properly distribute copies of plans for review and will forward comments from both municipalities at the same time.
