The Finance Department is responsible for maintaining and administering the Town's fiscal operations in accordance with generally accepted accounting principles and N.C. General Statutes. Three areas make up the department:
FINANCIAL MANAGEMENT/FISCAL OPERATIONS
The Finance Director and the Accounting Services Manager direct the fiscal operations which include accounting and financial reporting, cash management, investments, accounts payable, payroll, fixed assets, internal control, debt management, privilege license and miscellaneous billings. This includes maintaining the general ledger and all subsidiary ledgers, preparation of reconciliations, insuring compliance with the annual budget ordinance, reporting to State and Federal agencies, updating the Capital Improvements Plan and preparation of the annual operating budget. For the past 20 years, the Comprehensive Annual Financial Report has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA). The Certificate of Achievement is the highest form of recognition for excellence in state and local government financial reporting. In order to be awarded a Certificate of Achievement, a government must publish an easily readable and efficiently organized comprehensive annual financial report. A Certificate of Achievement is valid for a period of one year only.
CUSTOMER SERVICE/BILLING & OPERATIONS
The Office Assistant, along with the Customer Service Representatives, receive incoming phone calls, process customer payments for utility services and other fees and respond to citizen inquiries. This division assists new customers with setting up utility accounts, generating work order requests, providing follow up on outcomes of those requests and providing general information on various other inquiries.
The Town administers billings for utility services. The Customer Service Supervisor, Utility Billing Specialist, and Customer Service Field Technicianare responsible for obtaining and processing electric consumption cyclically. Wake County provides billing and collection services on a contractual basis for property taxes and Downtown Municipal Service District taxes. The Town serves as a satellite collection site for the City of Raleigh water and sewer collections.
